Why did the Quebec government introduce Arrima?
The Quebec Skilled Worker Program is a popular Canadian immigration program. This program offers eligible foreign nationals and their families a path to Canadian Permanent Resident status following the issuance of a Quebec Selection Certificate.
The Arrima portal was launched in September 2018 following the entry into force of the Quebec Immigration Act and its regulations on August 2nd. This new system put an end to the “first come, first served” inquiry process.

What is meant by Quebec's expression of interest?
The Quebec Ministry of Immigration (Ministry of Immigration, Franciscan and Integration, or MIFI) has adopted the Expression of Interest System to facilitate the process of applying for immigration to Quebec under the PTAQ.
The new system allows anyone who meets the age requirement (18) to submit an expression of interest by completing an online profile through the Arrima Immigration Quebec portal. An Expression of Interest profile is evaluated on the basis of the information provided, such as:
- The training field
- The level of education
- Language skills
- Working experience
- And other information
What happens when you send an expression of interest?
Once an Arrima account is created, an immigration candidate has 90 days to complete and submit their expression of interest. Applicants must have a valid email address to create an Arrima Immigration Québec account.
Any expression of interest is valid for one year and applicants have the option to update their profile throughout the validity period. For example, applicants can increase their chances of being invited by taking a language test.
Applicants invited to apply for the Quebec Selection Certificate will be required to meet certain scores based on Quebec’s unique QSWP points grid.
What are the next steps once the invitation to apply has been issued?
If invited to apply for the PTQQ, applicants will have 90 days to submit a completed application for a Quebec Selection Certificate (CSQ). QSWP requests will continue to be processed using the “Mon Projet Québec” request management system. Once the Department has assessed the application, the full list of required documents will be made available to the applicant.
The application review process begins once all documents have been provided by the applicant. Some candidates may be asked to attend an interview to verify the information provided in the application.
Quebec increases its ability to receive more immigration through Arrima
The French-speaking province of Quebec held its first Arrima drawing on January 13, 2022. The first Arrima drawing of the year invited 512 skilled workers to apply for permanent selection. The Ministry of Immigration, Frenchization and Integration (MIFI) has invited applicants who score at least 602 to apply under the Regular Program for Skilled Workers of Quebec (PTQQ). The province also aims to invite the list of 21 targeted professions, including:
- Health care professions
- IT professions
- Transport trades

Quebec’s Regular Skilled Worker Program is for skilled workers who want to settle in the province. Most international skilled workers and graduates want to emigrate permanently to Quebec to work.
Invited applicants will have a limited time to apply and pay the processing fee. The province aims to process complete applications within six months of receiving invitations.
Successful applicants will receive a Quebec Selection Certificate (CSQ or Quebec Selection Certificate), which can be used to apply for permanent residency with the Canadian federal government. Quebec Self Employment Program through Arrima
